Site: Blackheath Squash Club, BLACKHEATH SPORTS CLUB, RECTORY
FIELD, CHARLTON ROAD, CHARLTON, SE7.
Applicant: Mr Dowling Black Heath Squash Club
Proposal: Construction of a 2 storey building to provide replacement of squash
and Leisure Facilities at Blackheath Sports Club.

The Royal Borough of Greenwich as Local Planning Authority grants planning
permission for the development described above and referred to in your application
dated 12 August 2016.
This permission, unless otherwise stated, is subject to Section 91 of the Town and
Country Planning Act (as amended), which requires that the development hereby
permitted shall commence within three years of the date of this permission.
There are 5 further conditions which are set out within this decision notice.
Having regards to the provisions of the London Plan and the Royal Greenwich Local
Plan: Core Strategy with Detailed Policies: NPPF, 3.1, 3.2, 3.16, 3.17, 3.18, 4.12, 5.2,
5.3, 5.18, 5.21, 6.3, 6.9, 6.10, 6.13, 7.1, 7.2, 7.3, 7.4, 7.6, 8.2, 8.3, DH1, DH(b), OS1,
E(a), CH1, CH2, IM1, IM4, IM(a), IM(b), IM(c), 7.8, DH3, DH(h) and other material
considerations, it is considered that subject
to compliance with the condition(s) set out in this notice, the proposed development
would be in accordance with the Royal Borough’s Development Plan and would not
materially harm the character of the area, the amenity of neighbouring occupiers or
highway conditions in the area.
SCHEDULE OF CONDITIONS, REASONS and INFORMATIVES

At: Blackheath Squash Club, BLACKHEATH SPORTS CLUB, RECTORY FIELD,
CHARLTON ROAD, CHARLTON, SE7.
The development hereby permitted shall be carried out in accordance with the
following approved plans.
BHSC-EX-1, EX-2, EX-3, EX-4, EX-5, EX-6, EX-7, EX-8, BHSC-PR-1, PR-2, PR-3,
PR-4, PR-5, PR-6, PR-7 & BHSC-PR-9 Aerial Visuals, BHSC-PR-8 Block Plan,
Design and Access Statement.
For the avoidance of doubt and in the interests of proper planning.
Notwithstanding condition 1, full details of all facing materials and finishes to be used
on the building shall be submitted to, and approved in writing by, the Local Planning
Authority prior to the implementation of the development and the development shall
thereafter be implemented in accordance with these approved details.
In order that the Council may be satisfied with the external appearance of the
building, its relationship with the area and ensure compliance with Policies 7.4, 7.6
and 7.8 of the London Plan(2015), and Policy DH1, of the Royal Greenwich Local
Plan: Core Strategy with Detailed Policies (Adopted July 2014).
Any demolition, earth removal, piling work and any mechanical building operations
required to implement the development, audible at the façade of any noise sensitive
premises should be restricted to the following hours:
Monday to Fridays 8.00am – 6.00pm
Saturdays 8.00am – 1.00pm
And no audible work on Sundays and Bank Holidays.
To safeguard the amenities of neighbouring properties and the area generally and
ensure compliance with Policy 7.15 of the London Plan and E(c) of the Royal
Greenwich Local Plan: Core Strategy with Detailed Policies (2014).
Full details of the design and landscaping of all un-built areas in the relevant part of
the development, including hard and soft surfacing, gates and other means of
enclosure shall be submitted to, and approved in writing by, the Local Planning
Authority before the relevant part of the development is commenced.
Any trees or shrubs that die within a period of 5 years from the date of planting, are
removed or become seriously damaged or diseased, shall be replaced in the next
planting season with others of a similar size and species, unless the Local Planning
Authority gives written consent to any variation.
In order to improve the character, amenities and biodiversity of the area and ensure
compliance with policies Policy 7.19 of the London Plan and Policies OS4, OS(a) and
OS(f) of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies (2014).
The operational hours of the use(s) on the site shall be submitted to, and agreed in
writing by, the Local Planning Authority, prior to the use(s) commencing. The uses
shall thereafter operate in accordance with these approved hours of operation.
To ensure that the operation of the site safeguards the amenities of neighbouring
properties and the area generally and ensure compliance with policies E(a) and E(c)
of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies (Adopted

shall have regard to the Council’s “Pollution Code for Practice for Small-scale
Construction Sites” and shall adhere to the advice contained therein. Copies of
